[ofw] build issue with ibat

I see the following issue building tests\ibat\user:

errors in directory c:\mshefty\scm\winrdma\tests\ibat\user
c:\winddk\3790.1830\inc\wnet\iprtrmib.h(39) : error C1083: Cannot open include
file: 'mprapi.h': No such file or directory

The makefile in ibat\user contains:

!INCLUDE $(NTMAKEENV)\makefile.def

other makefiles in the winof tree contain:

!INCLUDE ..\..\..\inc\openib.def

Does anyone know why ibat is different?
