[ofw] [RFC] [PATCH 0/3] (eventual) support for linux MAD diagnostics and utilities

The following patch series provides a port of libibumad, along with WinMad,
a new MAD library and filter driver.

The libibumad port is implemented to provide the minimal functionality needed
to support libibmad, ib-diags, and opensm.  The most critical interfaces were
implemented, and the behavior of the linux version was emulated as closely as
reasonable.

WinMad is a simple userspace MAD interface optimized for Windows.  However, it
provides the necessary infrastructure for supporting the libibumad interfaces
on Windows.  See the patch description for additional details.

These are compile tested only - I'm sure there's a wonderful set of bugs
to be found.  I won't begin testing until after porting one or two of the
diagnostic utilities, but wanted to start getting feedback.

These will be added to the SVN under branches/winverbs in the next couple of days.
