[ofw] [RFC] [PATCH 0/3] libibverbs: winof port

The following 3 patches, separated based on file name for easier review, are an
initial implementation of the OFED libibverbs interfaces ported to WinOF.  Only
the most relevant files are posted.  For a full list of files (e.g.
enum_strs.cpp and build files), please see the winverbs branch in svn.

I will be porting the libibverbs examples this week.

In order to support the libibverbs interfaces efficiently, minor changes were
made to the WinVerbs and UVP interfaces.  I will generate separate patches for
the UVP interfaces changes after testing.  (The changes require ULPs to
recompile, which will be needed for the 2.0 release anyway.)

With these changes, there shouldn't be a measurable difference in performance
using the libibverbs interface versus IBAL.
