[ofw] Data corruption bug in Single port HCA (optimization on)

I checked the code in WinIB 1.1 mthca driver regarding a data corruption fix for single port HCA (Sinai optimization on)  This fix does not exist on Windows. Does this fix needs to in Windows mthca also?
