[ofw] error trying to load filter driver

Server 2003 -- I haven't been able to install the drivers on 2008 yet.  (I just
started late yesterday and haven't setup the debugger yet.)

The log is from output dumped into windbg after I set a couple of pnp output
flags, but it's too late for me to remember what they were at the moment.
