[ofw] SRP Target Disconnect still hangs IPoIB

Seems that RC4 has the same issue with SRP hanging other IPoIB when the
target quits without the initiator first performing a clean "Eject" of
the target device.
 
Reproduced by: 
Start target (OFED Gen2 SRPT) 
Start WinIB initiators
Unload target driver (rmmod ib_srpt)
WinIB initiators IPoIB complains "LAN Conn.. Network Cable Is Unplugged"
