[ofw] [NOTICE] libibverbs: partial implementation added to winverbs branch

I've added a partial implementation of the libibverbs interfaces ported to
windows.  Most of the functions have been implemented, with only about a half
dozen functions remaining, all of which relate to asynchronous event reporting.

A full set of patches will be posted after the remaining functionality has been
added, prior to merging libibverbs and winverbs into the trunk.  I anticipate
submitting those patches next month.
