[ofw] [ipoib] send chksum offload

There was a long discussion about this issue before.
To summarize, we need this value when we want check the maximum
available bandwidth of the HCA, regardless if it supports checkum
offloading.
Of course, this value is useless for the latest series of HCAs -
checksum support is already inside

'Bypass' value for 'Send Checksum Offload' parameter is meaningless and
should be removed.
