[ofw] [ND 0/7] ND implementation over winverbs

This is a very quick start at implementing ND over winverbs.  Compile tested
only and imcomplete - maybe 65% of the APIs are coded.  (I only spent a few
hours on this so far.)  Probably the only real issue is working around the lack
of memory window support, but I've thought of a couple ways to handle that.

I will see if I can complete this by code freeze, so we can replace the binary
only implementation with an open source version.

I'm posting the actual source files in place of diffs, since the original files
were only skeletons.
