[ofw] Ndinstall incorporated into build

Hello,
  As of svn.2114 tools\ndinstall is now incorporated into the standard build.
Since building ndinstall requires the HPC SDK to be installed, the makefile checks for the HPC SDK created environment variable 'ND_INC'. If 'ND_INC' is defined then ndinstall.exe is built, otherwise the ndinstall build is skipped with a message indicating such entered into the ndinstall\user\*.log file.
