He's the OpenSM maintainer but that's independent of OFED. A
particular OFED does include a release of OpenSM. Not all OpenSM
releases are part of an OFED release. You mentioned OpenSM 3.3.3 not
an OFED release.

Yes it comes from his git tree but there are a number of processes
that could be used to "sync" up.
