Svn.1957 [WinOF] *\wof.wxs install IB diags ibtracert, ibroute

Svn.1958 [WinOF] CustomActions.vbs - remove /S switch from dpinst.exe cmd-line as it suppresses the unknown SW Publisher dialogue box during HCA driver install.
For a system which has never seen WinOF SW the dialogue box input is required for a successful WinOF install.
A side effect of checking the trust unknown SW publisher box is an OFA trusted publisher certificate is placed in the local trusted publishers cert store. Having an OFA cert in the Trusted publisher cert store allows the unknown SW publisher dialogue popup to be skipped in future WinOF installs, thus vacillating unattended installs.

Install dpinst.xml file so dpinst.exe doesn't complain about not having one.

Svn.1960 [WinOF] update script comments to match actual script args.

signDrivers.bat now embedded signs .sys files for boot start drivers.
