[ofw][patch][WinVerbs tests] Re: fix IPv6 related connection problem

I've re-implemented the time stamping in the latency tests to be in your
style.
You can see, say, in send_lat.
Others do the same.
It gives the same results as my first fix with timestamping after the
post_send.
If you are agree with this vaiant, please, apply the patch.
