[ofw] [NOTICE] ib-mgmt porting

The SVN trunk now mirrors the libibmad source code in the Linux management git
tree.  Additionally, the tools\infiniband-diags porting work that was being done
in the winverbs branch has been added to the trunk as well.  Work on the
ib-diags is continuing, with the intent that the SVN tree will eventually become
a mirror of the main management git tree.

I will likely maintain updating SVN with the management tree, but currently
Arlin and Stan are doing the actual porting work.
