[ofw] WinOF 2.1 RC-1 workaround

WinOF 2.1 RC-1 has a slight problem with NetworkDirect installation. due to the recently changed ndinstall.exe interface.
The WinOF installer fails to correctly enable NetworkDirect due to the recently modified ndinstall.exe cmd-line interface.

Until WinOF 2.1 RC-2 arrives, after installation on Server 2008/2003, from a cmd window run '%windir%\system32\ndinstall -i ibal'.
