[ofw] port RDS to OFW - request for input...

Mlx4_bus driver is a port from Linux one, running there under Core
(Linux's IBAL).
What do you think of porting Core into Windows for eventual replacing
IBAL ?
Linux kernel rdma_cm module is running over Core; it is to be then
simply ported ...
