Why not just migrate ND over winverbs rather than changing several hundred lines
of kernel driver code?  This patch is removing a lot of 'enhancements'
originally made to the drivers to support ND in the first place.

Winverbs already separates the CEP and QP, does the IRP handling, has a
NotifyDisconnect call available, and the codebase is about 1000 times simpler to
understand than IBAL.  We could probably get ND support over winverbs by the 2.1
feature freeze with.  How long must we perfume the pig?
