Depending on ibat, versus ipoib, isn't the same thing.  They all depend on IBAL
and too.

The winverbs driver is useless without a corresponding library.  The same is not
true of ipoib or even IBAL.  So, while the inf file for winverbs should install
the library, automatically doing this for IBAL is a little fuzzier, but having
ipoib install ND makes very little sense to me.

Why do I care?  Because I still have to install ipoib twice every time I install
it because of some vague 'parameter' error, and the inf file is polluted with ND
and WSD goop.  We have additional userspace libraries and programs that need to
be installed, so let's figure out the right way of handling it.  (It doesn't
make sense to me for the winmad driver to install the libibumad and libibmad
libraries, along with a dozen IB diagnostic utilities.)

I never run the installer packages.  I don't usually have any issues
installing/upgrading winverbs or winmad.  And upgrading the driver typically
works okay.  I have more issues with ibbus and getting rid of old registry
entries and cached driver files.  But I blame MS for that.
