[ofw] svn-2221 WinOF installers available

For those who are interested in running a close to the head of svn (2221) WinOF installation (Rupert?).

The installers have been lightly tested in that they install correctly, IPoIB operates as expected and simple DAPL tests run correctly.

Testing for Server 2008 (x86,x64), Server 2008 HPC(x64), Server 2003(x86,ia64) and XP(x86) has shown no obvious problems.

Your mileage may vary....
