[ofw] APM and the CM

Hi Sean,
 
I need to implement APM for WSD.
Since WSD connects using the CM I would like to change the code there to
use the cm messages for APM (LAP and APR).
 
My network is actually two separate subnets that are not connected with
each other. Each hca port will be connected to a different subnet.
 
In the case of a failure I would like APM to move my connection from one
subnet to the other.
My question is this, assuming that there is a failure in one of the
switches, will the CM still work, or it will also fail. Obviously if it
fails, I need to find a different solution.
