[ofw] [PATCH 2/11] librdmacm: change ib_addr to rdma_ib_addr

The Linux version of the librdmacm supports IB ACM and provides hooks
for future patches to support AF_IB.  Update Windows with these same hooks.

AF_IB is not supported, nor is IB ACM at this time.  This simply makes
adding them in the future easier.
