[ofw] [patch] Updated ibv_XXXX_bw/ ibv_XXXX_lat tools - supporting files

Hello,

The patches attached  to this mail and the following ones (I will shortly send) are a propagation of the rewritten ibv_XXXX_bw/ ibv_XXXX_lat tools, that provide new options, from Linux.
There are a lot of changes from the previous versions we have, but there aren't many changes from the new Linux version, mostly changes needed to compile the code in Windows.
