This is correct.  Sasha is the maintainer of the libibmad, libibnetdisc, and the
ib-diags.  I pull in the code from his git tree and drop it directly into the
windows build environment to update.  Think of the windows tree as nothing more
than a mirror of the git tree.

Changes to the above components should be made to Sasha's tree first, or they
risk being lost when I update the windows copy.
