IPoIB Connected Mode (CM) has 'not' been available in a major winOFED release [2.2 or 2.3].

winOFED 3.0 'will' support IPoIB CM, although it will not be the 'default' enabled mode, the current 'User Datagram' mode will be the default install mode.

Device Manager->IPoIB device instance->Disable
Device Manager->IPoIB device instance->Properties->Advanced tab-> select Connected Mode.
Device Manager->IPoIB device instance->Enable.
