[Users] Infiniband Package builds for Ubuntu Precise

I've built newer versions of various infiniband packages for ubuntu
precise. They are available from the following launchpad PPA. I've
initially only made source packages and packages for precise
available, but I'll also add quantal when I get a chance. This seems
to be the majority of system management tools.

So far, I've built updated versions of:
 - ibutils	             1.5.7-0.1.g05a9d1a
 - infiniband-diags   1.6.1-0.2
 - libibcm	             1.0.5-0.1	
 - libibcommon	     1.2.0-0.3
 - libibmad	             1.3.9-0.2	
 - libibumad	     1.3.8-0.2
 - librdmacm           1.0.16-0.1
 - opensm	             3.3.15-0.2
