[Users] opensm params

i'm having trouble getting a fabric tuned up, and i've not done IB
tuning in many years

assume we're starting with a default opensm and no partitions.conf file

host hca's are mellanox connectx-3 qdr
storage hca's are mellanox connectx-4 fdr
single fat core switch (no edges), mellanox fdr

what would be the ideal knobs to turn in opensm and partitions.conf to
get the fabric up full speed.

currently, i'm not able to get the connectx-4 fdr cards to switch from
FDR10 to FDR mode and when the nodes register it's throwing "Bad_QKey"
errors in the opensm logs.  ibstat, shows "Rate: 40 (FDR10)"

yes, i know this is a bit of a loaded question...
