[Users] qos and lustre

There is discussion on linux-rdma about the RDMA CM changes which were
rejected.

There is no Lustre keyword in qos policy for OpenSM.

It looks like the way to do this from linux-rdma discussion on the RDMA CM
patch is via a combination of service ID (TCP), TCP port, and target GUID.

That's all I know right now.
