[Users] Windows 2016 OpenSM, EDR

HI Team ,


Can we built opensm for meeting the below requirement :
Operating System: Windows Server 2016
Service : OpenSM.exe
Card Type: EDR For ConnectX-4/ConnectX-5
Reason: Mellanox discontinue  the OpenSM in their WinOF2 Package
