The instructions weren't quite in the right order. I think the README
file I added earlier has this right:

opensm will run on the first existing port.
You can override that by using "-g <portguid_in_hex>". 
Verify that the first port is active.

I think the reason for this has been answered.

Is port 1 plugged into anything ? It should get to INIT without the help
of a SM.
