[openib-general] IPoIB Loading and Starting

This may have been answered by now,

But in the process of creating the broadcast group there are quite a few
parameters that are better off not being left to the end client (MTU
being a big one)

I can see this service record returning all of the needed parameters,
therfor letting the central administrator have a central point of
control
