Create a private interface since it is unique per HCA.  This type of 
information was rejected during the IB and iWARP verbs creation as 
something best handled out of band / out of spec.  Please do not push for 
this to be in a ULP itself or any standard RDMA API since it isn't required 
for all - most likely is very rare given it was rejected by all companies 
involved in creating these technologies to date.
