[openib-general] ifup/ifdown scripts don't work with IPoIB

I think arping needs a minor change to work for IB due to the difference in the HW addresses for IPoIB and other LAN MACs.

Same thing, I had a typo in first email,

arping -c 2 -w 3  -D -I ib0 192.168.0.1
ARPING 192.168.0.1 from 0.0.0.0 ib0
Sent 2 probes (2 broadcast(s))
Received -1 response(s)
