Exactly.  There is no HCA device listed in your lspci output.  Just
for completeness, a PCI Express HCA would look like:

0000:04:00.0 InfiniBand: Mellanox Technologies MT25208 InfiniHost III Ex (rev a0)

Until the HCA shows up on your PCI bus, there's nothing you can do.
