[libfabric-users] libfabric v1.18.2rc1 and v1.19.0rc2 now available

Two release candidates are now available. v1.19.0rc2 is for the next major release:

while a bug fix update to the v1.18 series has started:

https://github.com/ofiwg/libfabric/releases/tag/v1.18.2rc1

Final releases for both versions are expected within the next 1-2 weeks.
