[Ofa_boardplus] Minutes from last week's Board meeting

Most items are normal.  However, we had to table the vote on the amendment
to the Membership Policy because we had a requested adjustment to the
amendment to encompass language brought to us by Huawei and since we had
proxy votes that we couldn't simply apply to an amended amendment, we
needed to table it.  We will hold an off cadence Board meeting this week in
order to revisit the amendment.
