[openfabrics-ewg] Please create 1.1rc1 in OF bugzilla

[Scott Weitzenkamp (sweitzen)]

Bryan, can you please create this, or give someone else admin privs to do it in the future?  

Each new RC I have to ask you multiple times to get a new version created...
