[openfabrics-ewg] OFED rc4 pre4: misplaced files

In building all the RPMs for OFED rc4 pre4, I notice that a bunch of the
files did not obey the prefix that I specified in the install.sh script.

Specifically, I indicated that all files were to be placed under
/home/jsquyres/ofed.  However, querying the RPMs that were generated, a
lot of files are not in /home/jsquyres.  There are 3 categories of files
that are not under /home/jsquyres:

1. Files that clearly need to be outside of /home/jsquyres -- namely,
the kernel modules and startup script files (/etc/init.d/whatever).

2. Files that are somewhat questionable and up to a matter of opinion.
I would think that if the user requests a specific directory, then all
configuration files should be in that directory -- not /etc.:

/etc/infiniband
/etc/infiniband/info
/etc/infiniband/openib.conf
/etc/udev/rules.d/90-ib.rules
/etc/opensm.conf

3. Other files that are clearly disobeying the prefix:

/usr/share/man/man1/ibdiagnet.1.gz
/usr/share/man/man1/ibdiagpath.1.gz
/usr/bin/opensm
/usr/bin/osmtest
/usr/bin/sldd.sh
