[openfabrics-ewg] madeye and OFED 1.0

Hi,

Any reason the madeye module cannot be included in OFED ? It is useful
to help debug MAD issues without an IB analyzer.

madeye is a kernel module over on the utils branch (in linux-kernel).
I'm pretty sure it backports without an issue.

As this has been used with the trunk for a long time now, this is low
risk. It is also a side module to be manually installed and removed.
