I thought the 1.0 branch was closed.  Is there talk of doing another 1.0.x
release?  If there is not, this change should be backed out.  If there is,
there are other fixes that should be considered as well.

We might want to consider setting up permissions on SVN release branches
such that only release managers are allowed to commit.
