[openfabrics-ewg] OFED procedures

The last mail that I saw about having a teleconference about OFED procedures
indicated that 4 Oct would be a good day to have it.  So I'm going to take
the liberty of setting up a dialin for that day: noon US Eastern time, 9am
US Pacific, 6pm Israel.  E-mail coming shortly with the details.

Here's some suggestions that I'd like to discuss:

1. Have a planning / decision meeting for a given version of OFED
   (e.g., it's time to have the OFED 1.2 meeting in the Very Near
   Future).  Decide things like:

   - What are the features, goals, dates for the series?
   - What drives the release (e.g., features or dates)?

2. Agree upon OFED development procedures.  Discuss things like:

   - Where non-version-specific development should occur and how it
     should happen (e-mailing patches around is *not* preferred)
   - The procedure for how patches are accepted into/rejected from the
     main-line OFED code base
   - How release branches are made
   - How release tarballs are made (should be automated)

3. Have a standing OFED teleconference every N weeks that needs to be
   actively cancelled if there is nothing to discuss.  Appoint someone
   to create and distribute agendas, keep and publish minutes, etc.

X. *All* of the above information should be documented, continually
   updated, and published in a public place (SVN?  Git?  The OFA web
   site?  A wiki?  Doesn't really matter -- but e-mailing the list is
   not sufficient).
