[openfabrics-ewg] VNIC backport patches are whitespace-damaged

The following VNIC backport patches do not use tabs correctly, and do 
not apply using normal patch tools.

kernel_patches/fixes/vnic_fix_failover_delay.patch
kernel_patches/fixes/vnic_fix_failover_path.patch

I've attached copies of each patch with the whitespace fixed, so that 
they apply.  Please note that the second patch is slightly shorter than 
its original form; I omitted a hunk that just moved code around.

Ramachandra, please take a look over these.  If they look good, I'd like 
Vlad to commit them as replacements for the current versions in the 
ofed_1_2 tree, so I don't need to maintain private copies.
