They're mainly historical/old vendor layers (mainly for reference at
this point).

OpenFabrics uses osm_vendor_ibumad.c (and osm_vendor_ibumad_sa.c) and
that is what's used on any driver that libibumad works over which
includes mlx4 and mthca.
