[ewg] [ANNOUNCE] OFED 4.8 GA release is available

Thanks everyone! 

Let's go ahead and get started on 4.8-1 daily builds, key items as follow: 

1. New drivers from Broadcom, Cavium. 
2. Fix remaining SRP bugs that didn't make it into 4.8 
3. NFSoRDMA (if ready to go)

Our goal was for a quick 30 day turn around so we want to limit changes to above if possible.
 
OFED 4.8-2 will follow and pick up RH 7.4 and SLES 12 SP3.
