I think there are multiple algorithms that work:
1. If port state > armed (e.g. armed or active), SMLID is required to be
valid
2. If (SMLID != 0xffff) && (SMLID != 0x0), SMLID is valid
Maybe other algorithms too.
(Same for LID too)
