I don't think so for two reasons:

1. This could create various interoperability issues with SA clients
which doesn't work properly, but already passed testing against
OFED-1.3.

2. The fix itself looks technically simple only due to the previous
~2k lines SA cleanup. And those both changes are too big for a stable
version.

But of course feel free to use OpenSM-3.2.0+.
