No the idea of a "plugable routing engine".  I misunderstood you, sorry.  From
your previous response are we now going to guarantee that all the plugins will
be loaded before opensm does anything?  ie all plugins will be able to hook
into the code before anything else begins.  I am not saying this does not
happen now but it will be something we have to keep in mind going forward.
