[libfabric-users] libfabric v1.9.0rc2 now available

Libfabric and fabtests 1.9 rc2 is now available:

I'm aware of a couple of outstanding issues that are in the process of being addressed.  However, none of them are regressions, and previous library versions contain the issues.  So, I don't foresee those stalling the release.

The final release is still targeting next week.
