[libfabric-users] Release v2.3.1rc1 is available

The release candidate for v2.3.1 is now available:

This is a bug fix release, including a fix for the compilation error with gcc 15 and a dozen of others.  

There won't be a rc2. The GA release is scheduled for 10/20/2025.
