Everybody - There was a very healthy discussion in today's XWG meeting - see the minutes for details of the discussion - but no conclusions were reached.

Consider the attached slides as a status update on the proposal.  This morning's discussion was focused on Slide 4.  The attachment represents a work in progress.  We did not complete the discussion on Slide 4, nor did we Slides 5, 6, 7, 8.

I would like to discuss the attached proposal at an upcoming XWG meeting.  This is a discussion only; there is nothing on which the XWG can vote.  The desired outcome is to reach consensus on the enclosed principles such that they can be formed into voteable items for action by the Board.
