[Ofa_boardplus] OFS description

As requested during today's XWG meeting, attached is the description of OFS agreed to by the team working on the update to the website software portal.  Certainly email discussion is accepted, but keep in mind that this is the work product of that team and in fairness should be discussed first within that team.

There were two objectives in creating this document which were to establish:
a)      a description of OFS for use on the S/W Portal that is sufficiently detailed so as to set the stage for understanding the rest of the portal while not unnecessarily restricting what OFS is, (or could become), and
b)      to establish a 'definition' of OFS that can be used as part of the S/W portal and that meets the criteria of being sufficiently rigorous to be useful in the upcoming Bylaws discussion.

I expect that this will be a topic of serious discussion when we eventually take up the question of updating the Bylaws.  As mentioned during today's XWG meeting, the next Board meeting is devoted to framing the process for updating the Bylaws.
